Rockstar has not announced a PC version, a date or a window. Every modern Rockstar game has reached PC later, though: GTA V came out on consoles in September 2013 and on PC in April 2015, about 19 months after. Red Dead Redemption 2 went from October 2018 on consoles to November 2019 on PC, 13 months after.
There are no official PC requirements, so any "GTA 6 PC specs" you see online are guesses. What we can measure is how your PC handles the Rockstar games that are on PC today. It is not a prediction, just the closest real reference.
